GUESS WHO'S WATCHING?(MAIN)

The city of Watervliet, like the city of Saratoga Springs before it, now relies on video cameras to monitor activity in some of its public places. In both municipalities, the cameras were installed in response to acts of vandalism, with barely any opposition. But as the trend toward increased electronic monitoring continues, so does the debate over a person's right to privacy. Where does that end and government's right to monitor begin?
