Fed: ACCC may force terms for Telstra to line share with rivals

Telstra could be forced to share its copper network with its rivals at competitiveprices after Australia's competition watchdog made a draft decision to regulate line sharing.

Line sharing, or spectrum sharing, enables customers to use broadband and voice servicesprovided by different telecommunications companies on the same telephone line at the sametime.

The Australian Competition and Consumer Commission believes the move could lead tolower prices, as well as more competitive and innovative broadband services for consumers.

ACCC chairman ALLAN FELS says Telstra has indicated it will provide line-sharing servicesto its competitors by early July.

However, he says the ACCC has concerns that the terms and conditions set in its agreementsare not consistent with those expected in more competitive markets for this service.

Professor FELS says the ACCC would prefer not to intervene -- but if Telstra's pricesaren't low enough to allow other entrants into the market, it may be forced to.
