FED:Gillard hails hospital reform deal
Prime Minister JULIA GILLARD says the new national health reform deal will end the
blame game between the Commonwealth and the states.
That was the aim of her predecessor KEVIN RUDD, who wanted the states to give up a
third of their GST revenue in return for the Commonwealth becoming the dominant funder
of public hospitals.
Ms GILLARD says that was never going to be agreed to, so she's taken a different approach.
The Commonwealth will fund up to 50 per cent of rising public hospital costs from 2014
under a deal that's worth an extra 16.4 billion to the states in the first six years -
and an extra 175 billion by 2030.
Ms GILLARD says it means more money, more beds and more services, as well as greater
accountability and transparency, more local control, less waste and less waiting times.

A man nominated as an alibi by a person of interest in the DANIEL MORCOMBE case has
told a Queensland court he can't recall being with him on the day the teenager disappeared.
Giving evidence in the Maroochydore Coroners Court today .. the 49-year-old said the
man known as P7 was a regular visitor .. dropping in at least fortnightly to buy drugs.
But he said he couldn't recall P7 visiting on the day 13-year-old DANIEL went missing
while waiting for a bus on the Sunshine Coast.
P7 told the inquest last week he'd gone to the house around the time DANIEL disappeared
.. spending at least 30 minutes buying and smoking cannabis.
The inquest continues.

The federal government says up to 100 people could have been aboard an asylum-seeker
boat that smashed onto rocks at Christmas Island.
At least 28 people .. including some children .. died when their wooden vessel foundered
in treacherous seas near Flying Fish Cove yesterday morning .. 44 people are known to
have survived.
Immigration Minister CHRIS BOWEN has told Melbourne radio MTR that survivors say there
were between 70 and 100 people on the ship.

A man allegedly at the centre of a Melbourne siege early yesterday morning will appear
in court today charged with attempted murder.
SUHAIL KHUDRUJ, 28, of Sunshine, has been charged with two counts each of attempted
murder and conduct endangering life, and one count of being a prohibited person in possession
of a firearm.
He faced an out-of-sessions hearing at the Melbourne Custody Centre yesterday and was
remanded by a bail justice to appear in the Melbourne Magistrates Court today.
KHUDRUJ was arrested about three hours after police were called to a factory in Second
Avenue .. Sunshine .. about 4.20am (AEST) yesterday .. following reports of a disturbance
and shots being fired.

PERTH, Dec 29 AAP - Real-time technology is about to catch up with the great white
shark out west.
If a tagged great white, also known as the white pointer, swims off Perth's popular
beaches, authorities will be alerted by an email or SMS to their mobile phone.
In a world first, the West Australian government will use satellite receivers along
the WA coast to allow "real-time" tracking of arguably the most feared creature in the
ocean.
About 100 sharks will be tagged in a two-year study to measure the movements and migration
patterns of white pointers along the metropolitan coast.
WA Department of Fisheries senior research scientist Dr Rory McAuley told reporters
on Tuesday, he hoped the data collected would improve understanding of shark movements
and how they relate to attacks.
He said when a tagged shark was within 500m of a receiver, the information would be
sent to a satellite in space.
Within a couple of minutes, an email or SMS would then be sent to the relevant authorities,
including government departments and surf lifesavers.
In the past, the receiver would have to be taken onshore for the tracking information
to be downloaded.
Dr McAuley stopped short of calling the technology lifesaving, but said while it was
primarily a research project, the data would be useful for shark detection and to send
warnings to swimmers.
"I think the public's fear of sharks stems largely from a fear of the unknown," Dr McAuley said.
"Any information we can find out about the real risk of people encountering sharks
at the beach will hopefully alleviate people's concerns to some degree."
Dr McAuley said more than 70 sharks had already been tagged, with the majority from
South Australia, due to the reliability of sharks off the coast.
He said most sharks were tagged with a spear while they were feeding on whale carcasses.
About 20 satellite receivers, due to be in place by February, would be set up from
Ocean Reef in the north, to Garden Island in the south and out to Strickland Bay at Rottnest
Island.

ADELAIDE, Aug 17 AAP - A professional cyclist was in "gaga land" and had hallucinated
about seeing fairies before being struck by a car driven by Australian mountain bike champion
Chris Jongewaard, a court has been told.
Jongewaard, a four-time national cross country mountain bike champion, on Monday pleaded
not guilty in the South Australian District Court to aggravated causing serious harm by
dangerous driving, and leaving the scene of an accident after causing harm.
Jongewaard, 30, of Para Hills, lost his place on Australia's team for last year's Beijing
Olympics after he was charged over the February 2007 accident.
His car struck his training partner, Matthew Rex, when the pair and eight others were
celebrating Mr Rex's 22nd birthday at a resort at Normanville, south of Adelaide.
Rex had been drinking heavily and was behaving bizarrely over dinner, witnesses told
Jongewaard's trial.
"Matt was struggling to coordinate himself, his eyes were rolling back in his head
... he was hallucinating and seeing fairies in the kitchen," witness Jacqui Ewens, who
was Jongewaard's girlfriend at the time, told the court.
Another person at the birthday celebrations, Peter Raw, said Mr Rex had told others
"he was seeing fairies".
Caitlin Wells, another at the gathering, said Mr Rex was "quite intoxicated and he
was making remarks that he may have been hallucinating".
"He pointed to the kitchen and commented about fairies in the kitchen," Ms Wells told the court.
After dinner, and unbeknown to others, Mr Rex took Jongewaard's mountain bike for a ride.
Daniel Tsiavlis said he took another of Jongewaard's bikes and caught up with Mr Rex.
"I was going out to prevent him from doing anything stupid," Mr Tsiavlis told the court.
"I just kept telling him to get off the road ... that is when I really noticed he was
in gaga land," Mr Tsiavlis said, adding Mr Rex was "heavily intoxicated" and "incoherent".
"I assumed he was on drugs.
"He was in another world and I just yelled at him to get the f*** off the road."
Mr Tsiavlis said he repeated the warning three times, with Mr Rex struck by a car as
he yelled the last warning.
Mr Rex told the court he had taken ecstasy on a previous occasion but denied using
the drug on the day of his accident.
The former professional cyclist said he had no memory since sitting on a balcony at
the resort in the afternoon, until about a month later when he woke in hospital.
Mr Rex said he suffered injuries including a broken back, broken hip, fractured leg,
punctured lung, severed arteries and internal bleeding in the accident.
Prosecutor Paul Rofe told the trial Jongewaard recorded a blood alcohol reading of
0.094 per cent about three hours after the accident.
The trial continues on Tuesday.

Today's birthday May 3: David Hookes (1955 - 2004) Former Test cricketer.
Outspoken former Australian batsman David Hookes is remembered for his flashy playing
style, frank opinions and shocking death before reaching the age of 50.
Born on May 3, 1955 in Adelaide, Hookes was a brash, vastly talented and confident
player from an early age.
He played for South Australia in the 1975/6 season. By his second season, the left-handed
batsman had gained national attention when he hit an astonishing 5 centuries from 6 innings.
At 21, he made his Test debut in Melbourne's Centenary Test against England in 1977,
where he hit five consecutive fours off Tony Greig - an effort that remains in cricket
anecdotes today.
Hookes' cavalier batting style saw him snapped up by Kerry Packer's World Series Cricket,
and he was a star of the new format.
However, his form deserted him on a tour to Pakistan in 1980 and he refused to control
his aggressive batting style. He was soon dropped from the national and South Australian
sides.
In 1982, he returned to first class cricket and was made captain of South Australia.
In one blistering innings, he made a century off just 34 deliveries - an Australian record
still unbroken.
Hookes made a comeback for the Australian Test side in the 1982/83 Ashes Series, and
followed on to a Test against Sri Lanka where he made his only Test century.
From then, he struggled to maintain his form and was dropped from the Australian side.
He finished his career in 1992 with more than 9,000 first class runs. He moved to Victoria
and pursued a career in radio, becoming famous for his blunt and honest opinions.
In 2002, Hookes was appointed coach of Victoria and quickly turned the team's fortunes around.
On January 18, 2004, Hookes was at a Melbourne hotel with members of the Victorian
and South Australian teams. As he left, he got into an altercation with the hotel's bouncer
and was punched in the head. He died on January 19.
More than 10,000 people attended his memorial service at the Adelaide Oval including
the South Australian and Victorian premiers.

PERTH, Dec 27 AAP - The fatal bashing of a father of five during a Christmas Day family
beach cricket match has devastated his drought-ravaged West Australian community.
Sheep farmer William John Rowe, 49, died in hospital early yesterday after his family
was attacked by a group of about 25 people as they played cricket across the road from
their home at Sunset Beach in Geraldton, north of Perth.
Police today were hunting for Mr Rowe's attackers.
The community of Yalgoo, where the Rowes' sheep farm is located, two hours east of
Geraldton, is struggling to come to terms with the senseless death, Shire of Yalgoo president
Don Anderson said.
"We are in our seventh year of drought and things are pretty crook just in general
- but with this on top of it, on Christmas Day, it is just so hard to cope you can't believe
it," he said.
"You just can't get your mind around such a disgusting attack."
Mr Anderson said the attack happened after the Rowe family told a group of about five
people to stop taking drinks out of their esky.
The five left but returned a short time later with about 20 others and attacked the
Rowe family with bottles, rocks and sticks.
A 29-year-old man identified only as Luke, who had become engaged to one of Mr Rowe's
two daughters just three hours earlier, was slashed in the face with a broken bottle and
had his jaw and collarbone broken.
Police Sergeant Brian Cowie said Mr Rowe was fatally injured when the family tried
to move Luke to their nearby car to take him to hospital.
Mr Rowe was hit on the head with his own cricket bat as he tried to retrieve it from
the group, who had surrounded the car and were screaming and shouting.
"He asked for the cricket bat back, was hit on the head and fell on the ground unconscious,"
Sgt Cowie said.
Mr Rowe and Luke were taken to Geraldton Regional Hospital, where Mr Rowe died at 2.30am
(WDT) yesterday of serious head injuries. His family was by his bedside.
Mr Anderson described Mr Rowe, the husband of Yalgoo's deputy president Ellen Rowe,
as a quiet, very happy man and a good Christian who was always ready to help others in
the community.
"He was a wonderful family man, a doting dad. He wouldn't hurt a fly.
"We all are struggling with the drought - it doesn't matter if you have any money at
all, when the drought is on it is just horrendous - and now this on top of it.
"Our town of Yalgoo has gone to ground."
The Yalgoo community was not alone in mourning the death of the popular farmer today.
Cricket Australia confirmed Adam Gilchrist, a Rowe family friend, was wearing a black
armband in the Test as a mark of respect for Mr Rowe.
Mr Rowe is survived by his wife, two daughters, three sons and a grandchild.

WA: Sister appeals for information about murdered woman

PERTH, Aug 19 AAP - The sister of murdered Perth lawyer Corryn Rayney has made a heartfelt
plea to the public for information about the case.
The body of Mrs Rayney, 44, a West Australian Supreme Court registrar, was found buried
in bushland beside a lonely track in Perth's scenic Kings Park last Thursday.
The mother of two had been missing since August 7, when she failed to return home from
an evening bootscooting class.
Her estranged husband Lloyd Rayney, a high-profile Perth lawyer, was babysitting their
10- and 12-year-old daughters while their mother was out.
West Australian Police Commissioner Karl O'Callaghan told reporters today there were
persons of interest in the case but would not say if there were any suspects.
"I'm not prepared to give you that equivocal information," he said.
Results of forensic analysis and a post mortem report would be available to police
investigators this week, Mr O'Callaghan said.
Mrs Rayney's younger sister Sharon appealed for public assistance, saying her family
needed answers.
"Without your help we would still be looking and hoping," said Sharon, who asked that
her surname not be released.
"She was a daughter, a wife, a mum and my sister, caring, fun and trusting in everyone she met.
"Girls at their age need their mother most - how will they cope?
"Now she is my murdered sister, and my family and I want to know why."
She said her sister was known for her love of bootscooting.
"She had hundreds of pairs of different boots and that was her escape... she loved doing that."
Police were led to Mrs Rayney's grave by a trail of oil from where her car was found
abandoned in nearby inner west Subiaco.
Mr O'Callaghan said police needed information on any implements in the vicinity of
Kings Park that could be used to dig a grave and any sighting of Mrs Rayney's silver 2005
Ford Fairmont on Tuesday, August 7.
Major Crime Squad detective Paul Robinson said every person connected to Mrs Rayney
remained a person of interest.
"We haven't eliminated anyone.
"When you are dealing with people who have a job such as Mrs Rayney's, it really does
open up the window of who may have been responsible.
"You have to understand the investigation is in its early stages."

Federal Liberal backbencher CAMERON THOMPSON says the Federal Police should hurry up
and charge three of his Queensland colleagues .. or drop their investigations.
Four weeks ago the AFP raided the Brisbane offices of Liberal backbenchers ANDREW LAMING
.. GARY HARDGRAVE and ROSS VASTA .. reportedly as part of investigations into rorting
printing allowances.
Mr THOMPSON says the AFP's cast a slur over the MPs' reputations .. and should either
quickly charge the men or make a public statement explaining the investigation would go
no further.
Mr THOMPSON's told the ABC .. he'd expect police would have had strong evidence to
justify a raid.
And he says once it's been carried out .. there should be a quick resolution one way or another.
Last week Mr HARDGRAVE launched a scathing attack on the AFP in parliament .. for exposing
the Bali Nine to a death sentence by tipping off Indonesian police.
Mr HARDGRAVE also said he's confident of being cleared of any wrongdoing by the AFP.

- Thursday, April 27, 1.50am: Loader removes an unmanned Nissan Patrol which was blocking
access to the rock fall.
- 2.30am: Loader starts removing the first of two known rock falls in the mine.
- 7am: Loader begins removing rock from the second rock fall area, where the three
men were last seen.

Rediff.Com Reports Results for the First Quarter Ended June 30, 2011.
MUMBAI, India -- The Indian Broadband adoption efforts received a further boost this quarter with the Telecom Commission's approval of the National Optical Fibre Network proposal valued at US$ 4.4 Bn. As per the Government announcement, the proposal now awaits the Union Cabinet approval. The state owned Bharat Sanchar Nigam Limited (BSNL) has been entrusted with the task of preparatory activity for the project execution. We believe this development, which is a part of the National Broadband Plan to reach 160 million broadband connections by 2014, is a major step forward in the proliferation of broadband in India and follows the recent launch of 3G services by private telecom operators in India.
Our growth this quarter has been modest; we saw our advertising revenues in India grow 6%; total India revenues, which include fee-based and online advertising revenues, also grew 6% for the quarter, while our global revenues grew 4% for the quarter, in each case over the same quarter last year. Certain sectors of the economy like Financial Services, Insurance and Telecom in which our clients operate, have witnessed challenging conditions over the past several months which is believed to have impacted their advertising spending. As a result, we saw declines in sequential top-line performance this quarter.

Summer festival to spread message of hope.
The Bahrain Summer 2011 Festival, which aims to spread a message of hope, love and optimism in the kingdom, the region and beyond, will open on July1.
The third annual event from July 1 to 31 includes events and activities that aim to bring joy and happiness to residents and tourists, said organisers.
Culture Minister Shaikha Mai bint Mohammed Al Khalifa said this year's festival would have a different flavour, under the slogan 'Summer of Joy, Coming Together and Hope'.
"This summer we will express our love to our homeland, as we are determined to face every challenge and conquer all difficulties," she told a Press conference at Bahrain National Museum.
"The summer of love returns this year with a diverse range of cultural, educational and entertaining programmes, reflecting the love for our homeland and life as well as and celebrating joy, coming together and hope."
Ministry public relations and media specialist Dana Abdulghani said the summer message for the festival, A Victory of Joy, was about bringing people together and spreading hope.
"This is different from any other year because it is spreading the message of hope and love between people and for people to be optimistic and have hope," she added.
As organisers, the ministry has launched an aggressive local and regional marketing campaign to attract visitors and tourists.
It has also teamed up with the tourism sector to promote the festival and promotional offers will be provided by four and five-star hotels, restaurants, shopping malls and public theme parks.
"You can't succeed without a proper marketing campaign and we are trying very hard through local and regional newspapers and using other marketing tools," said assistant under-secretary for tourism Nada Ahmed Yaseen.
"Gulf Air will advertise the festival on the TV screen on flights and in its magazines as well as business and first class lounges.
"We are using the Internet and websites and social media such as Facebook and Twitter. One of the most important tools is word of mouth and talking about it with passion to bring tourists in.
"Our target is GCC families and residents, which include expats."
Activities and events will be held at Arad Fort, Cultural Hall and Bahrain International Exhibition and Convention Centre (BIECC).
Everyday in the Nakhool Tent at Arad Fort event mascot Nakhool, a character symbolising Bahrain's tradition and culture and its Dilmun history, will host a variety of activities. The fun-packed events will be educational and artistic in nature, focusing on children and youth.
They include artistic workshops, electronic games and movies aimed at spreading the spirit of this year's slogan -- A Victory of Joy.
The Cultural Hall will host concerts for all members of the family. On July 1, Lebanese singer Samar Kammouj will host a musical evening with a tribute to one of the greatest Arabic musicians Riyadh Al Sonbati on the 30th anniversary of his death, singing his most admired and respected work.

Allstar Products Group filed a complaint against The Northwest Company, LLC for false advertising, trademark dilution and unfair competition. The judgment, by the US District Court Southern District of New York, prohibits Northwest from the use of the SNUGGIE trademark and any variation thereof, as well as use of AS SEEN ON TV, in conjunction with any sleeved blanket products.
In a second judgment, the US District Court Southern District of New York ordered TV Products USA to immediately cease the manufacture, use and sale of "Handy Trends" tomato and strawberry planters, finding that so-called products infringe upon a patent for the Topsy Turvy brand products owned by Allstar Products Group partner Felknor Ventures, LLC.

HEALTHCARE GOES ONLINE IN VIETNAM.
HANOI, March 4 Asia Pulse - A smart phone network on Vietnam's WWW.THUOC.NET, which aims to minimise doctor errors and support patients during their treatments via digitised statistics, was recently introduced.
Nguyen Tuan Quang, chief engineer of the network, said the network would be the first online tool to help doctors digitise their statistics, manage patients medical records, write out online prescriptions and exchange information with colleagues and drug stores.
"Online prescriptions would help prevent errors such as incorrect drug names and problems due to bad handwriting," said Quang.
Doctor Nguyen Thanh Binh of a military hospital said patients would also be helped, as they could access their information through the network as well.
They could even receive consultancy services in rural areas when they are far away from doctors or clinics.
Binh said this was the first time in Vietnam that patients could make appointments with doctors and register for testing services via the internet.
"With this network, patients can save time and minimise overcrowding in hospitals while saving money by knowing in advance the price of medicines," said Nguyen Xuan Lan, a patient at the Viet Duc hospital.
Hospitals can use this network to minimise administrative reforms and create an online connection with other hospitals nationwide.
So far, more than 3,000 doctors have signed up to become members of the network.
However, Quang said that for the network to be efficient, it would be necessary for all doctors and hospitals to share information.

EarthLink President and CEO Garry Betty to Take a Medical Leave of Absence.

ATLANTA, Nov. 21 /PRNewswire-FirstCall/ -- EarthLink, Inc. today announced that President and CEO Garry Betty was diagnosed yesterday with a serious form of cancer which will require him to take an undetermined leave of absence from the company. The company also announced that EarthLink's Board of Directors has named Mike Lunsford, EarthLink executive vice president of voice and access, interim CEO. He will immediately assume Mr. Betty's day-to-day responsibilities.

Newport City Council has successfully deployed Zeus Technology software as part of its drive to comply with Welsh Assembly Government e-initiatives to make services more accessible, responsive and cost effective through the use of ICT.
Zeus Extensible Traffic Manager (ZXTM) has significantly streamlined business processes for the Council's main website, intranet and web based content management system, providing visitors and staff with quick and easy access to information they need from a wealth of data available.
ZXTM has saved the Council time and money by standardising paths for all online documents. Seamless migration of over 24,000 documents to its new content management system would have been a labour intensive task had it not been for ZXTM's intelligent scripting language, TrafficScript. Three lines of code enabled the web development team to dynamically rewrite requests that map seamlessly into the new path name in a matter of hours as opposed to months - delivering a significant return on investment.
